CardOutpost is a digital collectible card pack-opening platform. Pack purchases are sales of a digital product whose contents are randomized at the time of opening according to disclosed weighted odds, and are not sweepstakes, lottery, or contest entries.
This Sweepstakes and Promotions Policy is separate from pack purchases and governs only the promotional activities Conquest Labs LLC may operate from time to time, such as referral bonuses, free-pack giveaways, free prize drawings, and skill contests. Each such promotion is a "Promotion" under this policy, and individual Promotions may carry additional Official Rules that incorporate this policy by reference.

Scope. This policy does not govern pack purchases or the buyback/sell feature, which are commercial sales and repurchases of a digital product covered by the Terms of Service. This policy governs Promotions only.
Every Promotion is structured as one of the following:
We never combine prize, chance, and consideration in a way that would constitute an unlawful lottery under federal law (18 U.S.C. §§ 1301–1307) or any state law. Where consideration cannot be eliminated, an effective Alternative Method of Entry (AMOE) is provided as described in Section 5.
Unless an Official Rules document says otherwise, each Promotion is open to natural persons who, at entry:

An AMOE is provided where a specific Promotion is structured as a sweepstakes (chance-based prize) and any element of the Promotion could reasonably be characterized as consideration. Pack purchases are not Promotion entries, and pack opening does not require an AMOE.Where a Promotion’s Official Rules state that no consideration is involved (e.g., free entry via account creation or social-media follow), no AMOE is provided.
Where an AMOE is offered, to enter without payment, hand-print on a 3" x 5" card your full name, date of birth, complete street address (no P.O. boxes), telephone number, and email address, and the name of the specific Promotion you are entering. Mail the card in a #10 envelope with sufficient postage to:

Mail-in entries must be postmarked within the entry period stated in the Official Rules and received within seven (7) days of the close of that period. Limit one mail-in entry per envelope per person per Promotion. Mail-in entries have an equal chance of winning as paid or account-based entries. Conquest is not responsible for lost, late, illegible, or postage-due entries.
Prize description, approximate retail value, quantity, restrictions, and odds are disclosed in each Promotion’s Official Rules before the entry period opens. Odds depend on the number of eligible entries received. Prizes are awarded "as is." Prizes are non-transferable and not exchangeable for cash, except at our sole discretion. We may substitute a prize of equal or greater value if the advertised prize is unavailable.
Chance-based Promotions: winners are selected at random from eligible entries. Skill-based Promotions: winners are selected by qualified judges based on the Official Rules criteria. Potential winners are notified using the contact information on the entry. Failure to respond, complete winner documentation (Affidavit of Eligibility, Liability Release, and where lawful, Publicity Release), or satisfy eligibility within the time stated in the Official Rules results in disqualification, and an alternate winner may be selected.
Winners are responsible for all taxes on prizes. Where prize value meets the IRS Form 1099-MISC threshold (currently USD 600), the winner must provide a completed Form W-9 before the prize is delivered.
Except where prohibited, by accepting a prize each winner consents to use of their name, image, likeness, and statements about the Promotion for promotional purposes by Conquest, worldwide and in perpetuity, without further compensation.
We may disqualify any entrant we believe has submitted false information, tampered with the Promotion, used automation, created multiple accounts to circumvent entry limits, or otherwise undermined fair operation. We may cancel, suspend, or modify any Promotion if its integrity is impaired. Disputes are resolved per the CardOutpost Terms of Service, including the arbitration and class-action waiver provisions.
Where the total advertised retail value (ARV) of all prizes in a Promotion exceeds applicable state thresholds, we register and post bond before the entry period opens. Current registration and/or bonding states and thresholds (subject to change by statute):
Promotions are void in any state where required registration or bonding is not satisfied.
Where a Promotion is conducted on or through a third-party platform (including Meta/Facebook, Instagram, X/Twitter, TikTok, YouTube, or Reddit), the Promotion is in no way sponsored, endorsed, administered by, or associated with that platform. Each entrant releases the platform from any liability arising from the Promotion. Entrants must comply with the applicable platform’s promotion guidelines in addition to these Official Rules.
